Multistakeholder Forum: Collaborative Strategy for the Empowerment of the Suku Anak Dalam (SAD) Collaboration

Citizenship rights possessed by humans are not hindered by ethnic, national, racial, religious or gender factors. In essence, rights are universal or comprehensive in all walks of life, including Remote Indigenous Communities. In Jambi Province they are the Suku Anak Dalam Community (SAD). The Suku Anak Dalam community is an indigenous community that inhabits forests in Jambi Province. However, changes in spatial management and urban lifestyles that are starting to expand have resulted in this group slowly adapting to the surrounding environment and living as one with the community.

ESTUNGKARA Program Work Focus

Empowerment with the social inclusion scheme carried out by Pundi Sumatra with the support of Kemitraan Partnership through the ESTUNGKARA program works in two project locations, namely Dwi Karya Bhakti Village - Pelepat District, Muara Bungo Regency and Limbur Tembesi Village - Bathin VIII District, Sarolangun Regency. The ESTUNGKARA program aims toImproving Access to Basic Services, Social Protection, Citizenship and Inclusive Participation and Economic Recovery and Livelihoodsn, in this case paying more attention to groups of women, children and disabilities.

The implementation of the ESTUNGKARA program at the location of Dwi Karya Bhakti Village, Bungo Regency, is to strengthen economic aspects, increase capacity, and expand support for cross-sectoral collaboration programs for efforts to empower the community. As for Limbur Tembesi Village, Sarolangun Regency, apart from focusing more on the GEDSI issue, program activities designed are still around opening community access to aspects of basic services and various social welfare assistance programs, increasing economic aspects by developing agricultural and fishery activities, increasing capacity and knowledge on issues of reproductive health, healthy food, healthy hygiene behavior, the impact of child marriage, and legal insights. Multistakeholder Discussion with Related OPD

Initiating the implementation of the ESTUNGKARA program, Pundi Sumatra in October and November held multi-stakeholder meetings at two project district locations to socialize the program plan and explore program synergy with related OPDs at the district level.

The Sarolangun Regency multi-stakeholder meeting took place last Wednesday (27/10/2022), in the meeting room of the Sarolangun Regency Office of Social Services. The meeting which was attended by the Regional Secretary of Sarolangun Regency, Mr. H. Ir. Endang Abdul Naser was present, also attended by all related OPDs who also provided input and commitment to support Pematang Jumat as a pilot project for empowering SAD in Sarolangun Regency. In his remarks, Secretary of District Sarolangun also expressed his appreciation for the empowerment program carried out by all parties and called on the SAD empowerment program to be expanded to other locations as well. .

""I hope that the empowerment of the Suku Anak Dalamwill not only focus on Pematang Jumat, let's try to expand the empowerment of SAD in other locations in Sarolangun Regency.,” he said.

During the discussion session, several OPDs also provided input and activity opportunities that were useful for the development of economic activities at the location under Tumenggung Juray's leadership. Like the Perindagkop Service, which is ready to facilitate all needs if the Anak Dalam Tribe has an interest in learning to produce woven fabrics that can be exported outside the city. The representative of the Limbur Tembesi Police, Bripka Mhd, conveyed the same thing. Amen.

"We use cow manure to process it into compost. If it becomes fertilizer, the buyer will definitely not care where it comes from,”he said.

The idea departed from a complaint submitted by Amin, a SAD member who was present at the discussion, who said that the problem faced by SAD was related to the marketing aspect of his garden produce.

"“When we sellgarden produce,, no one wants to buy it.It'snot that we don't want to sell, but the people don't want to accept the products we produce," said Amin.

From the problems that Amin conveyed, it can be concluded that the negative stigma in this community is still quite large. This situation is a challenge for Pundi Sumatra and the local government, to encourage a more inclusive situation, so that the acceptance of the local community towards the tribal community in various aspects can also be better.

Following on Wednesday (9/11/22), Pundi Sumatra held a Multistakeholder Discussion in the Hall of the Muara Bungo Regency Bappeda office. This discussion activity began with the agenda of signing an MoU on cooperation between Pundi Sumatra and Muara Bungo University (UMB) and the Amanah Muara Bungo Midwifery Academy (AKBID). This collaboration is also based on the aim of opening up more opportunities for children from the Anak Dalam Tribe so they can continue their education up to the tertiary level, as well as implementing the Tri Dharma of the campus in the form of community service, research, internships, coaching etc.

The socialization of the ESTUNGKARA program delivered by Dewi Yunita Widiarti as CEO of Pundi Sumatra, obtained input from several parties to improve the Year 2 program proposal. Bappeda through Mrs. Dewi Rejeki, S.Pt., MM submitted suggestions regarding stunting to be accommodated in the following year's program, including budget allocations to periodically carry out multi-stakeholder discussion activities at the Regency level and evaluate program implementation.

The Department of Population and Civil Registry also conveyed its commitment to carry out direct recording in the field; as well as issuing MCH for children. While the Department of Koperindak and UKM Kab. Bungo expressed his support for SAD smoked fish products and will help with product marketing activities through the Dekranasda, as well as include the products in various promotional events or exhibitions in the regions and provinces.

Not only were the opinions of OPD heard at the meeting, but SAD representatives who were present at the multistakeholder meeting also gave their input. “We hope that the children can continue to go to school, after school they can have good jobs. We ask that you continue to be accompanied by Pundi Sumatra," Indok Tutik spoke, representing the SAD women who attended the meeting.

It doesn't feel like it's been more than 10 years, Pundi Sumatra has conducted a mentoring program for SAD. Efforts to encourage social change do require a lot of time. Working on the issue of social inclusion, Pundi seeks adminduk ownership to open SAD access to basic services from the government. Other programs are also related to health services, inclusive policy advocacy and the most prominent is the program for developing productive economic resources in the community.

“We teach gardening, farming, animal husbandry and fish rearing. Equip them with the skills to be independent, “said Dewi. Because forests can no longer be relied upon, and instead they must be equipped with skills so they can survive and adapt to the changes that occur around them.
